To amend title 5, United States Code, to provide for assignment of employees of federally funded research and development centers and Federal employees between Federal agencies and federally funded research and development centers.

Amends Federal law (known as the Intergovernmental Personnel Act) to treat the assignment: (1) of a Federal agency employee to another organization (especially a federally funded research and development center (FFRDC)) in the same way as an assignment of a Federal agency employee to a State or local government; and (2) of an employee of any other organization (especially an FFRDC) in the same way as an assignment of a State or local government employee to a Federal agency.
