To eliminate fraud in the payment of supplemental security income benefits to children by reason of disability.

Amends title XVI (Supplemental Security Income) (SSI) of the Social Security Act to substitute vouchers in lieu of cash payments for SSI benefits for a blind or disabled child who has not attained 18 years of age.

Prescribes guidelines under which the Social Security Administration must provide a written notification of cooperation in suspected cases of fraud to the Inspector General of the Department of Health and Human Services and the appropriate State agency counterpart.
