Summary

Amends the Federal judicial code to allow an owner of a patent that is used or manufactured unlawfully by or for the United States to be compensated for his or her reasonable costs in pursuing action against the United States in the U.S. Court of Federal Claims (in addition to reasonable and entire compensation).
