Inmate Rehabilitation Act of 1994 - Amends the Federal criminal code to require that Federal prisoners earn a high school diploma or equivalent degree before receiving credit toward service of a sentence.
Requires the Attorney General to ensure that the Bureau of Prisons has in effect an optional General Educational Development program for inmates who have not earned a high school diploma or its equivalent.
