To require the Secretary of the Treasury to biannually pay to State and local governments compensation for direct costs incurred by those governments in complying with Federal mandates.
Federal Mandate Compensation Act - Directs the Secretary of the Treasury biannually to: (1) determine the costs incurred by each State and local government in complying with Federal mandates; and (2) pay adequate compensation to such entities for compliance costs not otherwise covered by the Federal Government.
