Authorizes the Secretary of Veterans Affairs to reimburse a person for the costs of acquiring and inscribing a non-Government headstone or grave marker for placement in a cemetery other than a national cemetery in connection with the burial of a veteran.
Authorizes (current law requires) the Secretary to provide a grave liner for each new grave in an open cemetery within the National Cemetery System.
