To amend title 18, United States Code, to provide enhanced sentences to repeat violent offenders.
Two-Time Loser Act of 1994 - Amends the Federal criminal code to require a court to sentence a defendant convicted of a Federal violent felony to life imprisonment if the defendant had previously been convicted of another violent felony which occurred during a separate criminal episode.
Specifies that this Act shall not be construed to prevent the imposition of the death penalty.
