Amends part E (Foster Care and Adoption Assistance) of title IV of the Social Security Act to require that States, as a condition of receiving Federal funds for foster care and adoption assistance, require State agencies to give preference in processing applications for the adoption of certain foster children to applications submitted by a foster parent or caretaker relative with whom the child has substantial emotional ties and from whom removal would be seriously detrimental to the child.
