To promote the construction in the United States of modern, efficient documented vessels suitable for commercial and national defense purposes, to strengthen the defense industrial base, and for other purposes.
Merchant Marine Revitalization Act of 1994 - Amends the Merchant Marine Act, 1936 to require that a specified percentage of imported oil and motor vehicles transported on seagoing vessels be transported on vessels that are documented under the laws of the United States.
