To regulate the manufacture, importation, and sale of jacketed hollow point ammunition, and for other purposes.

Amends the Federal criminal code to revise the definition of "armor piercing ammunition" to include any projectile that is manufactured with a metal jacket, a lead core, and a hollow cavity in the nose of the projectile and that, after being fired from a firearm, is designed to expand upon impact.
