To amend the Safe Drinking Water Act to suspend the requirements of that Act until the costs of implementing those requirements are fully funded by the Federal Government.

Amends the Safe Drinking Water Act to provide that provisions of such Act that impose requirements on States shall be treated as recommendations and compliance by States shall be voluntary until the costs of implementing such provisions (including costs to local governments) are fully funded by the Federal Government.
