To establish the Industrial Regulatory Relief Commission.
Industrial Regulatory Relief Commission Act - Establishes the Industrial Regulatory Relief Commission to develop and submit to the President and the Congress recommendations for reducing the regulatory burden to the manufacturing, housing, and biotechnology industries nationwide so as to promote investment in those industries.
Requires: (1) the Commission to report its recommendations to the President within 90 days; (2) the President to report his approval or disapproval of the recommendations to the Congress within ten days; (3) the Congress to introduce approved recommendations as a joint resolution; and (4) the Commission to have an additional ten days to consider changes submitted by the President to disapproved recommendations and to submit a final report to the Congress. Sets forth procedures for congressional consideration of a joint resolution approving the recommendations submitted by the President.
