To amend the Federal Election Campaign Act of 1971 to limit expenditures in House of Representatives elections.

Amends the Federal Election Campaign Act to limit expenditures to a specified amount in House of Representatives elections. States that such limitation will be effective on the date mandatory limitations on campaign expenditures are held to be constitutional by the Supreme Court.
