Authorizes renewal, until May 1, 1994, of the Agreement between the Government of the United States and the Government of the Russian Federation on Mutual Fisheries Relations which expired on October 28, 1993.
Amends the Magnuson Fishery Conservation and Management Act to extend, for three months, the prohibition on the implementation of certain measures that would reduce incidental mortality of nontarget fishery resources in the course of shrimp trawl fishing.
