National Science and Technology Policy, Organization, and Priorities Act Amendments of 1994

National Science and Technology Policy, Organization, and Priorities Act Amendments of 1994 - Amends the National Science and Technology Policy, Organization, and Priorities Act of 1976 to revise provisions concerning: (1) findings and declaration of policy; and (2) functions of the Office of Science and Technology Policy (Office) and its Director.

(Sec. 4) Directs the President to establish within the Executive Office of the President the President's Committee of Advisors on Science and Technology.

(Sec. 5) Establishes in the Executive Office of the President the National Science and Technology Council to: (1) consider scientific and technological developments affecting more than one Federal agency; and (2) coordinate research and development budgeting. Authorizes the Council to establish Interagency Working Groups.

(Sec. 6) Establishes a National Sciences and Technologies Assessment Panel in lieu of the National Critical Technologies Panel.

(Sec. 7) Establishes a Science and Technology Policy Institute in lieu of the Critical Technologies Institute.

(Sec. 8) Requires the Director of the Office to report annually to the Congress on Federal agency contributions in support of the Office or the National Science and Technology Council.

(Sec. 9) Prohibits any Office permanent employee or detailee from having access to the Executive Office of the President without first having obtained an Executive Office of the President Access Pass or other appropriate security clearance.
