Authorizes the Secretary of Agriculture (Secretary) to enter into agreements with other Federal agencies to acquire firefighting goods and services without regard to certain commercial contracting provisions.
Directs the Secretary to report to the Congress on Forest Service and Department of Agriculture firefighting capabilities and methods.
