Directs the Secretary of Transportation to prohibit the expenditure of Federal funds, and prohibits the Secretary from requiring any State to expend other funds, to construct, erect, or modify highway signs using metric system measurements unless the Congress specifically authorizes such expenditures.
Makes such prohibition inapplicable with respect to Puerto Rico.
