To amend title 46, United States Code, to improve towing vessel navigational safety.
Towing Vessel Navigational Safety Act of 1993 - Amends Federal marine safety law to require each towing vessel to be equipped with certain navigational publications and equipment.
Directs the Secretary of Transportation to require applicants for issuance or renewal of a towing vessel operators license to demonstrate proficiency in the use of navigational safety equipment.
Requires marine casualties to be reported as soon as practicable, but in no case later than within five days (currently, within five days).
Requires the Secretary to report to the Congress on: (1) the effectiveness of manning and licensing requirements for the operation of towing vessels; and (2) the feasibility of establishing a differential global positioning satellite navigation system for U.S. inland waterways.
