Amends the National Environmental Policy Act of 1969 to require detailed environmental impact statements for extraterritorial major Federal actions significantly affecting the environment.
Directs the President to include with each proposal by the President or the Executive Office of the President for legislation to implement any trade agreement significantly affecting the environment that is signed after December 16, 1992, a detailed statement in accordance with requirements applicable to an extraterritorial major Federal action. Permits persons aggrieved by a failure of the President to comply with such requirement to obtain appropriate relief in a civil action.
