To assure that tax increases contained in the Omnibus Budget Reconciliation Act of 1993 are used solely for deficit reduction.

Provides for the termination of tax changes made in the Omnibus Budget Reconciliation Act of 1993 if the Secretary of the Treasury determines that the Federal budget deficit shrank nominally less than receipts attributable to such Act or the budget deficit increased.
