Government Employee Limitation Act - Sets limits on the average total number of civilian employees in the executive branch in decreasing numbers from FY 1994 through 1998.
Expresses the sense of the House of Representatives that appropriate measures should be taken to provide for a reduction in the number of permanent positions authorized for each Member under the Clerk Hire Allowance.
