Amends Federal law to make Federal employees with less than one year of continuous Government service ineligible for annual cost-of-living adjustments.
Requires appointing officers, in filling a position in the competitive service, to exercise their discretion solely on the basis of merit and fitness and without regard to an applicant's civil service status or years of Government service or any other similar factor.
