Amends the Marine Mammal Protection Act of 1972 to extend the termination date of the interim exemption regarding the incidental taking of marine mammals in the course of commercial fishing operations by persons using vessels of the United States and foreign vessels which have valid fishing permits under specified provisions of the Act.
