Directs the Secretary of the Interior to: (1) conduct a study of the Mission San Antonio de Padua in California and its surrounding historic and prehistoric archaeological sites to determine its significance in illustrating and commemorating the role of pre-Columbian Indians, Franciscan Missionaries, post-mission Mexican ranchos, and pioneers of the western expansion in the development of the State of California; and (2) provide recommendations on the suitability and feasibility of establishing the area as a unit of the National Park System.
Authorizes appropriations.
