To permit a State to provide disaster relief using amounts available to the State for a program or project if such amounts were specifically appropriated or otherwise made available to the State by a Federal statute, and for other purposes.

Permits any State which is eligible to receive disaster relief under the Robert T. Stafford Disaster Relief and Emergency Assistance Act to supplement such relief using amounts available for a program if such amounts were specifically made available to the State by a Federal statute and are used for purposes related to the program.
