Amends the Rural Electrification Act of 1936 to: (1) reduce loan subsidies available from the Rural Electrification Administration (REA); and (2) eliminate the REA.
Amends the Consolidated Farm and Rural Development Act to authorize loans to electric generation and transmission cooperatives unable to otherwise obtain credit.
