Requires each State to include on the 1994 general election ballot an advisory referendum that poses the question of whether the Congress should propose an amendment to the Constitution to limit Representatives to six consecutive two-year terms and Senators to two consecutive six-year terms.
Requires the Secretary of State (or the equivalent official) of each State to report the results of the referendum to the Federal Election Commission and the Commission to compile the results and submit them to the Congress.
