Directs the Secretary of Transportation (Secretary) to establish a program to evaluate the technological feasibility and environmental benefits of tank vessels carrying oil spill prevention and response technology. Requires the Secretary to evaluate and report to the Congress on: (1) the feasibility and environmental benefits of requiring tank vessels to carry such technology; and (2) the feasibility of using segregated ballast tanks for emergency transfer of cargo and storage of recovered oil.
