Directs the Secretary of Commerce to approve instructions specifying first aid techniques (especially the Heimlich Maneuver) for removing food which has become lodged in a person's throat and to distribute such instructions to food service operations.
Prohibits any U.S. court from entering any judgment against any person for acting in accordance with such instructions.
