To direct the Secretary of the Interior to apply reductions in water supply during dry years to agricultural water contractors within areas of origin.

Authorizes and directs the Secretary of the Interior, during any years in which no interim water is available for Central Valley Project water contractors, to apply water percentage reductions to agricultural or municipal and industrial water contractors within the Central Valley Project area of origin.
