To authorize appropriations for grants by the Environmental Protection Agency and other appropriate entities to assist colonias.
Colonia Assistance Authorization Act of 1993 - Authorizes the Administrator of the Environmental Protection Agency to make grants to any Federal agency, other appropriate entity, or border State (Arizona, California, New Mexico, and Texas) to provide for the conservation, development, use, and control of water and the installation or improvement of sewers, wastewater treatment works, and essential community facilities. Makes such services available to colonias whose residents face significant health risks because they do not have access to, or are not served by, adequate, affordable water supply systems or wastewater treatment works.
Authorizes appropriations.
