To provide that pay for Members of Congress may not be increased in any fiscal year if, in the immediately preceding fiscal year, total budget outlays of the Government exceeded its total revenues.
Congressional Pay Freeze Act of 1993 - Prohibits the rate of pay of a Member of Congress from being adjusted to reflect any increase scheduled to take effect in a fiscal year if total Federal budget outlays for the preceding fiscal year exceeded total Federal revenues.
