CDBG Improvement Act of 1993 - Amends the Housing and Community Development Act of 1974 to authorize the Secretary of Housing and Urban Development to make grants under the community development block grant program to any city previously classified as a metropolitan city that loses such classification because of a reduction in population, if the city provides evidence of specified population growth.
