Makes a parent or legal guardian of an elementary or secondary school student who lives in the District of Columbia eligible to receive a voucher that equals the cost of the average per student expenditure for the most recent school year to be used for an accredited elementary or secondary school.
Requires an eligible parent or legal guardian who wishes to receive such voucher to submit an application each year for each child to the designated District of Columbia office.
