To amend the Internal Revenue Code of 1986 to restore the pre-1986 exclusion for scholarships for degree candidates.

Amends the Internal Revenue Code to exclude from the gross income of a candidate for a degree at an educational organization any amount received as a scholarship or fellowship or as incidental expenses to such scholarship or fellowship.
