Amends the Federal Election Campaign Act of 1971 to reduce the maximum contribution amount that a multicandidate political committee (PAC) may make to a candidate for Federal office.
Limits contributions to House of Representatives candidates from: (1) PACs; and (2) persons other than local individual residents.
