Health Education Lending Program Act - Amends the Public Health Service Act to establish a program of insured loans to students for attendance at any school of medicine, osteopathic medicine, dentistry, podiatry, or optometry from the Trust Fund established by this Act. Limits lifetime payments.
Amends the Internal Revenue Code to impose an additional tax on any individual who received such payments. Imposes a higher tax rate where such payments exceed a certain amount.
Establishes the Health Professions Education Trust Fund, appropriating to it the taxes imposed by this Act. Authorizes appropriations to the Trust Fund, as repayable advances, as necessary to make the payments.
