Amends the National Labor Relations Act to subject the U.S. Government (including the legislative branch) as an employer to the prohibition against unfair labor practices.
Amends the Fair Labor Standards Act of 1938 to extend its coverage to the employees of any unit of the legislative branch whether or not the unit has positions in the competitive civil service. Repeals certain provisions of the Fair Labor Standards Amendments of 1989 applying the rights and protections of the Fair Labor Standards Act of 1938 to congressional and Architect of the Capitol employees.
Amends the Occupational Safety and Health Act of 1970 to subject the U.S. Government (including the legislative branch) to its provisions.
Applies the provisions of the Freedom of Information Act and the Privacy Act to the legislative branch.
Amends the Age Discrimination in Employment Act of 1967 and the Americans with Disabilities Act of 1990 to repeal the current exemption and apply such Acts to the U.S. Government.
