To amend title 38, United States Code, to revise and improve veterans' health programs, and for other purposes.
Authorizes the Secretary of Veterans Affairs to carry out the major medical facility leases for the Department of Veterans Affairs for which funds are requested in the FY 1994 budget. Authorizes the Secretary to carry out certain major medical facility projects in specified amounts. Directs the Secretary, in selecting a site for the construction of a nursing home facility in the Chesapeake network area, to conduct a study (with a report) of the most appropriate location for such facility.
Authorizes FY 1994 appropriations to the Secretary for the major medical facilities projects and leases, with limitations.
Increases from $2 million to $3 million the threshold amount to be considered a "major medical facility project," as well as the threshold for use of amounts in a certain revolving fund for construction or renovation of a parking facility at a major medical facility.
Amends the Veterans' Benefits Programs Improvement Act of 1991 to increase from 35 to 99 years the authority of the Secretary to lease newly constructed or substantially rehabilitated areas of Pershing Hall, France.
