To amend title IV of the Social Security Act to provide for better protection of children from physical and mental abuse.
Joseph Wallace Child Welfare Act - Amends part B (Child Welfare Services) of title IV of the Social Security Act (SSA) to provide that the use of child welfare services for family unification purposes must be consistent with the best interests of the child.
Amends SSA title IV part E (Foster Care and Adoption Assistance) to modify part E State plan provisions to require State agencies to report known or suspected instances of child abuse or neglect to an appropriate court or law enforcement agency.
