To amend title 5, United States Code, to provide for the reimbursement of expenses incurred by a Federal employee in the adoption of a child.

Requires the head of each Federal agency (including the U.S. Postal Service) to establish a program under which agency employees shall, under certain circumstances, be reimbursed for expenses incurred in the adoption of a child.

Prohibits the denial of a reimbursement from being based on the applicant's marital status.
