To prohibit the lifting of the United States embargo of Vietnam.
Freedom First for Vietnam Act of 1993 - Prohibits the President from rescinding specified authorities with respect to the embargo of Vietnam unless he certifies to the Congress that: (1) the Vietnamese Government and the Communist Party of Vietnam have made a public commitment to permit free and fair elections, monitored by international observers, for a national legislature and local government offices; and (2) Vietnamese laws restricting freedoms of expression, association, and religion have been eliminated.
