                                 A BILL


 
 To eliminate the price support and production adjustment program for 
                     honey, and for other purposes.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the ``Honey Price Support and Production 
Adjustment Program Elimination Act of 1993''.

SEC. 2. ELIMINATION OF HONEY PRICE SUPPORT.

    Sections 207 and 405A of the Agricultural Act of 1949 (7 U.S.C. 
1446h and 1425a, respectively) are repealed.

SEC. 3. CONFORMING AMENDMENTS.

    (a) Payment Limitations.--Section 1001(2) of the Food Security Act 
of 1985 (7 U.S.C. 1308(2)) is amended--
            (1) in subparagraph (B)(iii), by striking ``(other than 
        honey)''; and
            (2) by striking subparagraph (C).
    (b) Designated Nonbasic Agricultural Commodities.--Section 201(a) 
of the Agricultural Act of 1949 (7 U.S.C. 1446(a)) is amended by 
striking ``honey,''.
    (c) Other Nonbasic Agricultural Commodities.--Section 301 of the 
Agricultural Act of 1949 (7 U.S.C. 1447) is amended by inserting after 
``nonbasic agricultural commodity'' the following: ``(other than 
honey)''.
    (d) Definitions.--Section 408(k) of the Agricultural Act of 1949 (7 
U.S.C. 1428(k)) is amended by striking ``honey'', each place it 
appears.
    (e) Powers of Commodity Credit Corporation.--Section 5(a) of the 
Commodity Credit Corporation Charter Act (15 U.S.C. 714c(a)) is amended 
by inserting after ``agricultural commodities'' the following: ``(other 
than honey)''.

SEC. 4. TRANSITION PROVISIONS.

    The amendments made by this Act shall not affect the liability of 
any person under any provision of law as in effect before the 
application of the amendments in accordance with section 5.

SEC. 5. APPLICATION OF AMENDMENTS.

    The amendments made by this Act shall apply beginning with the crop 
year that begins after the date of enactment of this Act.
