Amends the Trade Act of 1974 to remove the Union of Soviet Socialist Republics from the list of countries ineligible for designation as a beneficiary developing country under the Generalized System of Preferences.
Prohibits the President from designating Belarus, Kazakhstan, or Ukraine as beneficiary countries unless they accede to the Treaty on the Non-Proliferation of Nuclear Weapons. Authorizes the President to waive specified conditions and designate such countries as beneficiary countries (if they accede to the Treaty) provided certain other conditions are met.
