Amends the Consolidated Omnibus Budget Reconciliation Act of 1985 to prohibit the charging of customs fees for certain commercial truck arrivals in any port of entry in Whatcom County, Washington, in the course of a round-trip between Point Roberts and any other part of Washington which passes through Canada without making commercial stops.
