Provides that, effective January 1, 1994, the rates of basic pay, basic allowance for subsistence, and basic allowance for quarters of military personnel on active duty for more than 30 days are increased by 2.2 percent.
Expresses the sense of the Congress that funds necessary to provide such increases shall be derived from reductions in national defense programs submitted by the President to the Congress as part of the annual defense budget.
