Amends the Family Support Act of 1988 to direct the Secretary of Health and Human Services to give priority to applications of community development corporations (among otherwise equivalent applications of nonprofit organizations given priority on the basis of specified factors) for grants to conduct demonstration projects to expand the number of job opportunities available to certain low-income individuals.
Reauthorizes appropriations for such demonstration projects.
