Prohibits appropriations for the legislative branch for FY 1994 from exceeding 75 percent of such appropriations for FY 1993.
Requires Congress to give consideration to reductions that may be achieved by eliminating duplicative services in congressional operations, with particular emphasis on consolidation of all legal services of the House of Representatives, the Senate, and the Library of Congress.
