To modify the flood control project for the Little Calumet River, Indiana, to direct the Secretary of the Army to provide a local preference in awarding contracts to carry out the project, and for other purposes.

Modifies the project for flood control, Little Calumet River, Indiana, as authorized under the Water Resources Development Act of 1986, to direct the Secretary of the Army: (1) in awarding contracts under the project, to give a preference to contractors whose principal place of business is in Lake or Porter Counties in Indiana; and (2) to ensure that in completing project work, a preference is given to laborers residing in such counties.
