Requires the cost-of-living adjustments in FY 1994 for persons receiving military retired pay or an annuity under a veterans' survivors' benefits program or the civil service retirement system to take effect.
Prohibits any reduction or suspension of any such adjustment under any presidential order or any other provision of law, except where applicable.
